Federal Contractors | Technology 2023: JOHN HENEGHAN
PRESIDENT, ECS FEDERAL, FAIRFAX COUNTY
A former English teacher who went into tech in the 21st century, Heneghan has led ASGN’s federal consulting subsidiary since 2022. He previously was the company’s chief operating officer, and Heneghan held executive roles at Stanley Associates and CGI Federal. ECS expanded last fall with ASGN’s acquisition of cybersecurity business Iron Vine Security for an undisclosed amount.
In its fiscal 2022 earnings report, ASGN attributed $1.14 billion of its total $4.58 billion revenue to its federal government segment, an increase of 5.8% from 2021.
In September 2022, ECS was awarded a $429.5 million Army Network Enterprise Technology contract. The company also has performed work for Project Maven, an AI task force at the Pentagon that uses imagery, data and video from drones and satellites for surveillance, intelligence and reconnaissance work. ECS has had three contracts on the project, worth $364 million, since 2017. In 2018, Google quit Project Maven after workers protested what they called the weaponization of AI. Heneghan said in a WashingtonExec interview in April that AI has helped Ukrainian fighters, and he foresees that the technology will be used in emergency preparedness and open-source intelligence missions.
