Arlington defense contractor wins Air Force contract worth up $950M

Raytheon Intelligence and Space to help develop command and control network

Arlington-based aerospace and defense contractor Raytheon Intelligence and Space was awarded an Air Force contract valued up to $950 million to aid in developing a command and control network.

One of the four business segments of Waltham, Massachusetts-based Raytheon Technologies Corp., Raytheon Intelligence and Space will work to develop the Advanced Battle Management System (ABMS) that will connect military personnel worldwide. The company will contribute open systems design and software and algorithm development for the ABMS.

The Air Force will run competitions for each category of the project under the multiple award contract that will be issued as task and delivery orders. Competitors may be able to bid and win certain task orders. These projects will enable the Joint All Domain Command and Control (JADC2), which improves situational awareness, rapid decision making and the ability to direct forces across different domains. The Air Force has compared JADC2 to rideshare app Uber, in that it will pull reams “of disparate data to move people around.”

“ABMS will transform the future battlespace for the U.S. Air Force by delivering the right data at the right time to the right people so they can make the right decisions fast,” Barbara Borgonovi, Raytheon Intelligence and Space vice president of intelligence, surveillance and reconnaissance systems, said in a statement. “This is the first step to delivering the Air Force’s vision of JADC2, which will link capabilities across all domains – air, land, sea, cyber and space.”

Raytheon Intelligence and Space employs more than 39,000 people and in 2019 reported sales of $15 billion. The company develops sensors, training and software and cyber solutions for civil, military and commercial customers. Formed in 2020 through the merger of Raytheon Co. and the United Technologies Corp., Raytheon Technologies Corp. employs 195,000 people.
