Company helps government agencies fulfill their missions

In 2003, retired U.S. Army Lt. Col. Louisa Jaffe made two major life changes: She got married in a Las Vegas chapel, and she started a new business with her husband, Bill.
By the end of the next year, their company, Technical and Project Engineering LLC (TAPE), was in the black, thanks to government contracts.
Headquartered in Kingstowne in Fairfax County, TAPE assists clients with program management, information technology and acquisition support, helping the government procure goods and services in a time- and cost-effective way.
TAPE ended 2004 with revenues of $135,000. In 2009, that number rose to $20 million. Currently, it has a staff of 89 and 14 contracts on the books. TAPE does work in 12 states as well as Washington, D.C., supporting the mission of the Army, the Department of Homeland Security and other federal clients.
In 2007, TAPE was awarded a $69 million Army Training Models contract. It was the largest service-disabled, veteran-owned prime contract award from the Army. On this job, TAPE assists in identifying the training resources and requirements needed to keep the commands and soldiers prepared.
“We have become trusted advisers to the government,” Jaffe says. “We provide subject-matter experts. These are very knowledgeable, skilled, experienced people who help the government put out good procurements.”
The government relies on TAPE to help with the process of making large purchases such as boats and weapons, information technology and transportation systems. The company also provides program management support for the government and information technology support services at the Federal Aviation Administration.
As part of its support, TAPE established a Center of Cyber Security Excellence, partnering with six commercial IT security software providers to bring computer security solutions to the government.
One of the factors the company credits for its growth is a proactive leadership style. “We place great emphasis on our employees, their well-being and individual growth,” Jaffe says. “Each of our employees serves our clients in their own creative way.”
