Gregory Whirley has been named commission of the Virginia Department of Transportation.

Whirley has been acting commissioner since Gov. Bob McDonnell took office. He also served as acting commissioner of the agency in July 2005.

Previously, he was chief deputy commissioner, acting CFO and inspector general at VDOT.

Whirley, who is a CPA, began working at VDOT in 1988.

McDonnell also announced Friday that Robert P. Leber has been appointed special adviser to the governor for work-force development and deputy commissioner of the Virginia Employment Commission.

Leber has worked at Northrop Grumman Shipbuilding’s Newport News operations since 1982. For the past seven years, he has been the shipyard’s director of education and work-force development.

Major Gen. Daniel E. Long has been named adjutant general of Virginia.

Long has belonged to the Virginia Army National Guard for 40 years, including commands at every level. He was previously director of the Department of Defense Project and Contracting Office in Iraq and was most recently commander of the Joint Task Force Civil Support at Fort Monroe.

He has been an adviser on many military issues, including serving as the senior military officer to the Iraq/Afghanistan Study Group.
