VDOT signs interim agreement to create new Midtown Tunnel

The Virginia Department of Transportation has signed an interim agreement with a private firm to operate the Downtown and Midtown tunnels and the Martin Luther King Freeway in Hampton Roads.
The agreement, signed with Elizabeth Rivers Crossings LLC of Delaware, allows preliminary work on the project to proceed.
The project would include construction of a parallel Midtown Tunnel, extension of the MLK Freeway between Interstate 264 and London Boulevard and improvements to the existing Downtown and Midtown tunnels. The firm would collect tolls to pay for the project.
In the first phase of the agreement, Elizabeth River will finish a project feasibility assessment to determine of the project is economically viable and structure toll rates. In the second phase, Elizabeth River will do preliminary engineering work and cost estimates in order to create comprehensive agreement to design and build the project.
