Hampton Roads lawmakers have proposed offering Northrop Grumman’s shipyard $50 million in incentives to maintain long-term employment in the region.

The plan would help train another 10,000 workers, build a training center and improve infrastructure for Northrop Grumman’s submarine construction program.

The incentive-based grants would be awarded over a 10-year period beginning in 2012.

The fate of the proposal is uncertain during a session where lawmakers are facing a $3 billion shortfall. (Daily Press)
