Kaine asks state agencies for budget cut proposals

Facing a dire budget shortfall, Gov. Timothy M. Kaine has instructed state agencies to provide three budgets for 2009-10, cutting 5 percent, 10 percent and 15 percent. The state secretary of finance, Richard D. Brown, will provide revised revenue forecasts for the two-year, $77 billion budget that started July 1. (Richmond Times-Dispatch)

Norfolk is insisting that the stalled Granby Tower construction site be cleaned up. Developers of the proposed $180 million condominium project lost financing last year during the credit turmoil. Businesses in the area say their business has dropped since construction. The developer, Marathon Development, continues to look for new financing for the project. (The Virginian-Pilot)

The Clarke County planning commission is considering allowing wind turbines smaller than100 feet in some of its zoning districts. A special use permit would be required for any turbines taller than 100 feet. On Friday, the commission is expected to set a public hearing. (The Winchester Star
