Capital One Financial Corp., of McLean, will hire 3,600 new employees by the end of the year. The positions include bankers, analysts and call-center employees. General Dynamics C4 Systems Inc., of Falls Church, will provide computer hardware and software assistance to the Army under a five-year contract worth up to $3.7 billion. Home Properties, of Rochester, N.Y., bought Somerset Manor in Leesburg and Newport Village in Alexandria for a combined $225 million. The two apartment communities have a total of just over 1,000 units. (CityBizList)

Northrop Grumman Corp., a Falls Church defense contractor, will eliminate 500 jobs in its aerospace division by the end of the year. The move is being undertaken because of uncertainties in future defense budgets. The job cuts will come in Northrop’s Southern California operations. (
