Raymond D. Smoot of Blacksburg took over as chairman today at Stellar One Corp. His election by the board of directors was effective on March 1. He replaces Chairman William P. Heath Jr., who retired as chairman on Feb. 28. Smoot is the chief operating officer of the Virginia Tech Foundation where he manages assets of more than $1 billion, including the university’s $500 million endowment. He has served previously as the chairman of Stellar One Bank and as a director of StellarOne Corp., the bank’s holding company. The bank, with 56 branches in Virginia, has its headquarters in Charlottesville.
