Power plant proposed for Loudoun County

A Loudoun County developer thinks now is the right time for the county’s first power plant. Green Energy Partners, led by John Andrews and his father, Jack Andrews, is proposing an $800 million electricity-generating plant on 80 acres just east of Leesburg.
