“The cost of complying with new regulations can be overwhelming for small businesses.  According to a report issued by the U.S. Small Business Administration titled ‘The Impact of Regulatory Costs on Small Firms,’ the cost of compliance is per employee for small businesses 36 percent higher than that of larger firms.  In addition, increased health-care costs are prohibitively expensive for small firms that cannot compete for the discounts awarded to larger group plans.”
