Spiniello Co., a New Jersey-based business that specializes in underground infrastructure construction, said Wednesday that it will open a plant in Dinwiddie County. The facility will produce cured-in-place-pipe (CIPP) liners to repair underground utilities, creating 35 new jobs.

“After a thorough review of several possible locations throughout the country, Virginia offers an abundant labor force and appears to be an ideal climate for economic growth,” E.J. Solimine, executive vice president of Spiniello Cos., said in a statement. Gov. Bob McDonnell said the company was attracted initially by the state’s operating costs.  “Ultimately Dinwiddie offered an available building that matched Spiniello’s current and future needs.”

Headquartered in Livingston, N.J., Spiniello has worked in underground infrastructure construction for nearly a century. Its client base spans the public and private sectors, every branch of the U.S. military, public and private water utilities and a range of global organizations, including the World Bank.

The Virginia Department of Business Assistance (VDBA) will provide funding and services to support the Spiniello’s recruitment and training activities.
