BFI Waste Services of Winchester agreed to pay Frederick County $2 million to settle claims of improper dumping at the county landfill. As part of the agreement BFI will be allowed to resume dumping at the site of the regional landfill. (The Winchester Star)

CornerStone Bank, a community bank, is being established in Lexington. David Grist, a 30-year veteran in the banking industry, was named president and CEO. Jay Melvin is chairman of the board of directors. (News release)

Quebecor World Inc., a Montreal-based provider of high-quality printing services, sought Chapter 11 bankruptcy protection in the U.S. and Canada. The company cited industry pressures and inability to raise new capital for its action. One of its 120 printing plant is located in Frederick County where it employs 195 persons in a 24-hour-a-day, seven-day-a-week operation. (The Winchester Star)

James Madison University’s endowment grew to a record $50.7 million during fiscal 2007. The fund’s growth of $12 million since fiscal 2006 was attributed to good return on investments and gifts. (The Daily News Record)

Luray Caverns Airport announced plans for a $2 million project to expand hangar space for private aircraft. About one-quarter of the cost will come through a state grant. Deposits have been made on more than three-quarters of the planned hangars. (The Daily New-Record)

Ross Stores Inc., a Pleasanton, Calif.-based retailer of off-price clothing, entered into a lease for 28,000 square feet of retail space at Waynesboro Town Center, a 400,000–square-foot mixed use facility. The center opened in fall 2007 at the site of the former Waynesboro Outlet Village. (News release)

Staunton was chosen as one of the Top 8 places to retire by Where to Retire magazine. The city’s ambiance and low tax rate were factors in the magazine’s comparison of 200 cities across the country for its “America’s Best Low-Tax Retirement Towns.” (The News Leader)
