BCF, a Virginia Beach brand communications firm, was named agency of record for Kingsmill Resort in Williamsburg. The agency will handle traditional and social media strategy, Web site design and public relations. Chesapeake City Council voted to explore the possibility for a federally funded study for extending light-rail service to the city. A similar study five years ago found issues with population density and cost. Council wants to see how conditions may have changed. Norfolk will open a light-rail service in the fall. Monarch Financial Holdings Inc., a Chesapeake holding company for Monarch Bank, raised $20 million by selling 800,000 shares of preferred stock. The proceeds will be used to support loan demand and possibly to redeem stock and warrants issued under the Treasury’s TARP program. (PRNewswire)

S.L. Nusbaum Realty Co., a Norfolk commercial real estate firm, entered into a partnership with X Team International for retail real estate brokerage services. Sprint Nextel Corp., an Overland, Kan., communications company, will hire about 100 workers for its Hampton call center. The center, focusing on customer-care issues, employs about 750 already and has been in operation for 10 years. (Daily Press)

Old Dominion University engineering students under professor Sacharia Albin developed a portable, solar- and battery-powered lamp to provide reading light for people in developing countries. The lamp, which has a unit cost of $20, will be tested as part of a relief mission to Haiti. If results are positive, it may be refined for wider distribution. (News release)
