LoriAnn Penman has been named director of human resources of Newport News-based Spectrum.

Penman has more than 20 years of experience in human resources and business management.

Her areas of expertise include compensation and total rewards, recruiting and retention initiatives and employee relations.

Spectrum is a technology solutions company that serves the U.S. Department of Defense and federal agencies.
