Allegiant Air, a Las Vegas-based low-fare carrier, will begin operations at Newport News International Airport on Nov. 16 with service to Orlando, Fla. AirTran Airways recently announced its intention to cease operations in Newport News in March 2012. (Daily Press)

U.S. Smokeless Tobacco Co., a unit of Altria Group, of Henrico County, will cease manufacture of its smokeless snu products at its York County plant, eliminating 41 jobs. Production is being moved to another facility as part of a consolidation. Snus are pouch smokeless tobacco products, which Altria sells under the Marlboro brand.  (Richmond Times-Dispatch)

Amerigroup Corp., a Virginia Beach-based provider of health plan services, won its bid to retain contracts with Texas and also expanded its presence there. Texas is the company’s largest market and Amerigroup will remain the largest Medicaid health plan in the state. (PRNewswire)

Commonwealth Bankshares Inc. has been notified by the Nasdaq Stock Market that it no longer meets the shareholder-equity minimum of $10 million for listing on Nasdaq’s Global Select Market. The Norfolk-based banking company reported it had a $4.56 million deficit in shareholders’ equity at the end of June. The company has until Oct. 3 to submit a plan for regaining compliance with the Nasdaq listing rules, (The Virginian-Pilot)

First Colony Coffee & Tea Co., a 109-year-old manufacturer based in Norfolk, has roasted its last batch of beans and shut down. Bruce Grembowitz, First Colony’s president, cited the continued high price of beans, which has more than doubled in the past two years, as well as the weak economy for the decision to close. Hampton Roads Bankshares Inc., of Norfolk, sold its Gateway Insurance Services unit to Bankers Insurance for $5.8 million in cash and a 0.45 percent membership in Bankers. HRB divested its insurance business to focus on its banking. (The Virginian-Pilot)

Virginia International Terminals Inc. halted plans to place a $25 million warehouse at the Portsmouth Marine Terminal to handle incoming rolls of newsprint. Engineering studies revealed fortifying the ground to handle the weight of the shipments would double the project’s cost. (The Virginian-Pilot)

Whole Foods Market will open its first Hampton Roads location in Virginia Beach after signing a lease for a site on Laskin Road in the city’s Hilltop area. A 40,000-square-foot store will open by the end of 2013. (Inside Business)
