BioPay Inc., a Herndon technology company,
received a patent for its biometric check-cashing process,
known as BioPay Paycheck Secure. The system relies
on a fingerprint database for verification in cashing

Virginia's State Water Control Board approved
regulations aimed at cleaning up the Chesapeake Bay
by reducing the flow of nutrients like nitrogen into
the bay. The regulations will require about $1.2 billion
in improvements at 125 sewage treatment plants and
factories. Gov. Mark R. Warner also announced
the state's intention to create a fund to help pay
