Air Wisconsin Airlines Corp. of Appleton, Wis. will offer service from Norfolk International Airport as US Airways Express. Passenger traffic is expected to support creation of a crew base and maintenance facility later this year, creating 400 jobs with a payroll of more than $16 million. (The Virginian-Pilot)

Alpha Natural Resources Inc., a coal producer headquartered in Abingdon, and other partners, including Dominion Energy of Richmond, will invest $25 million to build an import terminal in Newport News at an existing coal-export facility. Construction is expected to begin this year with completion in 2007. (Richmond Times-Dispatch)

Call Evolution Co., an Ohio-based provider of customer-support operations, plans to invest $1 million to open a facility in Scott County. The center will provide customer service to Fortune 500 financial and insurance companies and create 200 jobs in 30 months. (PRNewswire)

Optimus Corp., a provider of information technology services to government agencies, plans to move its headquarters from Maryland to Fairfax County. The $1.15 million investment will bring with it 234 jobs. (Press release)

Pacific Headwear Inc. of Eugene, Ore., plans to invest $1.2 million to open a facility in South Boston for embroidery work on team and corporate headgear. Virginia competed against North Carolina for the project, which will create 25 jobs. (Press release)

Paris Ceramics USA Inc. of Stamford, Conn., plans to invest $2 million in a new facility in Prince Edward County to manufacture stone flooring and stone-related products. Virginia competed against Connecticut for the investment (Press release)
