Eastern Virginia Medical School of Norfolk received a $24 million grant to study the effectiveness of a vaginal gel for women in reducing the incidence of HIV and other sexually transmitted diseases in Third World countries. The grant, given by the U.S. Agency for International Development and the Bill & Melinda Gates Foundation, will test the gel Ushercell manufactured by Polydex Pharmacueticals Ltd. of Toronto. Flight Explorer Inc., an Alexandria-based provider of Internet-based global flight tracking information, was chosen by Hawaiian Airlines of Honolulu to provide monitoring services for its flight operations between Hawaii and the U.S. mainland, as well as around the Pacific Basin. (PRNewswire)

The Martin Agency, an advertising agency headquartered in Richmond, received the advertising account for Delta Faucets produced the Delta Faucet Co. of Carmel, Ind. Martin lost out on the account, with annual billings of $15 million, in 2004 to Arnold Worldwide of Boston. No reason was given for Delta's change of agencies. (Richmond Times-Dispatch)

Virginia signed an agreement making Fluor Enterprises Inc. of Aliso Viejo, Calif., prime contractor on construction of four new high-occupancy traffic lanes along a 14-mile stretch of I-495's Capital Beltway. Environmental impact studies are expected by December with financial close of the project in late 2006. Construction is expected to take 55 months after the close. (PRNewswire)
