Fox Architects,
a Tysons Corner architectural design firm, opened
an office in Washington, D.C., in an effort
to establish a higher profile in the Washington
metropolitan area and surrounding suburbs. The
company said it tripled in size and doubled
revenues to over $5.2 million in its first year

IBM Corp., a White Plains,
N.Y.-based provider of technology services and
hardware, plans to invest $10 million to expand
its Fairfax County operations and create 1,250
jobs. Many of the planned positions, part of
the company's public sector consulting business,
are high-level consultants with average salaries
of more than $90,000. (Press release, 9/27/04)
Universal Food and Beverage
Co. Inc. of Naperville, Ill., plans to expand
its operations in Grayson County in a $6.9 million
investment expected to create 151 jobs. The
company, a producer of non-carbonated beverages,
bought Grayson Springs Water from Independence
Water Group. The facility has been idle since
early 2003. Virginia competed with Georgia,
Ohio and Wisconsin for the investment. Grayson
County's high-quality aquifer was a major deciding
point for Universal Food. (Press release,

Crowley Foods, a Binghamton,
N.Y.-headquartered producer of dairy products,
plans to expand its manufacturing, production
and warehouse operations in Bristol. The $2.7
million investment is expected to create 32
jobs. Virginia competed with New York for the

Merillat Industries Inc.,
an Adrian, Mich., manufacturer of kitchen and
bath cabinets, plans to invest $13.4 million
to expand its Culpeper County manufacturing
operation. Virginia competed with Florida and
Ohio for the project, expected to create 140
jobs. (Press release, 9/3/04)
Saxon Capital Inc., an
Innsbrook-based mortgage company, plans to add
a 115,000-square-foot building next to its Henrico
County operation. The $17 million investment
is expected to create 234 jobs over three years.
Virginia competed with California and Texas
