SteelCloud Inc., a Dulles-based software security company, and V-One Corp., a Germantown, Md. producer of network security products, announced termination of previously announced plans to merge. (PRNewswire, 9/29/04)

Luna Innovations Inc., a Blacksburg technology company, entered a partnership with BlastGard International Inc. of Clearwater, Fla. on a research project for the U.S. Navy to develop packaging that will extend the time it takes for stored munitions to explode in the event of a fire. Carilion Biomedical Institute of Roanoke and Prime Research of Blacksburg agreed to collaborate on development of ultra-thin, fiber-optic sensors for use in taking measurements throughout the body. (Press release, 9/8/04)

Precision Auto Care Inc., a Leesburg-based provider of diagnostic and maintenance services for autos, signed a franchise agreement with Hung Yue Holdings of Hong Kong for operation of at least 330 Precision Tune Auto Care centers in China during the next seven years. The AES Corp., a global power company headquartered in Arlington, made an equity investment in US Wind Force; a Frostburg, Md., company developing renewable energy markets in the eastern U.S. The investment marks the first step by AES into the U.S. wind market. (Business Wire, 9/2/04)

Richmond International Airport received a $950,000 grant from the U.S. Department of Transportation to help attract a low-cost airline to Richmond. The money, along with $900,000 in local funds, will support new service by a low-cost carrier. The grant is part of a program targeting cities with unreasonably high airfares.
