As certain as the coming of mistletoe atop hardwood trees, the winter brings the General Assembly to Richmond. This year’s 46-day session is short but important. Finding new ways to raise tax revenues while addressing the Old Dominion’s conservative levy policies and redistricting will be key issues. Action taken regarding them will reverberate throughout the rest of the decade. In its annual General Assembly report, Virginia Business takes a hard look at the Assembly session. We’ll also identify several of the most influential legislators and run our list of the business-consciousness of the state’s 140 legislators from data supplied by the public interest group, Virginia FREE.

This year, however, we’ve taken one more step. We have asked the legislators to rate the most effective lobbies in the state and we are providing you with the results. What’s more, we offer profiles of three of the best lobbies so you can meet the players and learn how they operate.
